From Minister Tsutsui Kiyoshi (Bucharest)

To: Foreign Minister Toyo (Tokyo)

In my Telegram #97 of June of last year I proposed we should pay attention not to let Jews into Greater East Asia. In response (Telegram #34 of June of last year) the Ministry of Foreign Affairs was of the opinion that it should not make Jews into a question. Since then in many countries in Europe persecution of Jews has worsened. Recently, it is the same even in France, which has been considered their paradise/haven. Therefore, when the war is over, many of the Jews will leave Europe and in that case we should pay attention so that they don’t flow into Greater East Asia. In my opinion, while building Greater East Asia, from now on we need to diligently pay close attention so as to eliminate the Jewish influence entrenched in different parts of East Asia starting from Shanghai to the extent possible and to eradicate their foundation. At the present they are bound to engage in Fifth Column type of activities for the enemy, so we need to pay attention to all Jews regardless of their nationality.
